About Judge Charles R. Rose Community Park

Judge Charles R. Rose Community Park is a new 40.4-acre park coming to Highland Hills and Oak Cliff. Located near the intersection of Bonnie View and Simpson Stuart Rd, this new park will feature playgrounds, sports fields, walking trails, and space for the community to come together. Trust for Public Land is leading the design and development of the park in partnership with the Dallas Park and Recreation Department.

The property was purchased in 2019 by the City of Dallas with assistance from Trust for Public Land. Throughout 2020, Trust for Public Land led a community engagement process to gather input and feedback from nearby residents and stakeholders for the design, features, programming, and amenities they would like to see in their park. Construction of the park is ongoing, and the park will open to the public in 2024. The park is named after Judge Charles R. Rose, a long-time justice of the peace who served the Highland Hills community for many years.

Judge Charles R. Rose Community Park is one of the keystone parks within the Five Mile Creek Urban Greenbelt Master Plan. Created in 2018 - 2019 by Trust for Public Land, the Five Mile Creek Urban Greenbelt Master Plan calls for a network of new parks and trails across Southern Dallas, following the tributaries of Five Mile Creek. The proposed parks, trails, and greenbelts within the plan will provide unparalleled access to the scenic hills, valleys, and waterways of Oak Cliff.

Project Phases

  • Timeline item 1 - complete

    2019 - Site Acquisition & Planning

    The site was purchased in 2019 and conveyed to the City of Dallas as a site for a public park.

  • Timeline item 2 - complete

    Fall 2020 - Community Engagement and Master Plan

    Team partners worked with community members, residents, and stakeholders to get public input and design the site together. The design team has translated the community's vision into a master plan, getting feedback at each step along the way.

  • Timeline item 3 - complete

    Spring 2021 - Phase 1 Preparation

    The design team will translate the park's master plan into a Phase 1 technical design suitable for construction. Trust for Public Land will finalize fundraising for the project.

  • Timeline item 4 - active

    Summer 2022 - Phase 1 Construction

    We broke ground on Phase 1 of the project and the park is set to open in 2024!


Team

We can't do this alone, so we've built a team that is looking forward to partnering with the community and bringing this park to life. Trust for Public Land is collaborating with landscape architecture firms TBG Partners and DesignJones to lead a collaborative design process and to hear what you want in the park.

Judge Charles R. Rose Park is an official park of the City of Dallas and will be owned, operated, and stewarded by the Dallas Park and Recreation Department.

1946 - 2019

The park is named in honor of the late Judge Charles R. Rose, an admired civic leader who served the Highland Hills neighborhood for decades. Committed to improving the lives of others, Judge Rose was a trusted voice in the community who served in numerous political and volunteer roles, including four terms as Justice of the Peace, a Trustee with the Wilmer-Hutchins Independent School District, and an adjunct professor at Paul Quinn College. Deeply devoted to his family and his community, Charles Rose made a meaningful difference in the lives of his loved ones and fellow citizens alike, and it is our privilege to honor Judge Rose’s life and legacy at this park.
